Does Every Change Require a COA?
No. Regular upkeep and repairs to maintain your property does not need a COA. COA means Certificate of Appropriateness.
Will I have to "RESTORE" my building?
No. The designation of a district does not mean that everybody in the area has to make repairs or restorations. It only means when that when you decide to make changes, or must make repairs to meet building codes, you will probably need a COA.
