250 Letters to Property Owners

  • About 75 people came to the meeting, in rainy bad weather, turn-out which means about a third, 30% of property owners, including absentee owners
  • Citizens who talked – 17 to 20 people which means 12% of the property owners
    • See below most of these citizens input did not pertain to a Historic District Designation

    Analysis:

    • Negative start with the first speaker, so those who may be in favor were not comfortable to speak up
    • Despite the negative atmosphere, some talked about their property and several of those are in the “Dispirited Category”
    • Too much confusion with the Community Development Department and their processes.

      Recommendation: We need a flow chart that says “if I am a homeowner and I need to do xxx project , what application/permit do I need with city and what is process ?” And what project does not pertain?

    • No understanding that HPC is a different track, actually dual track, not an added layer of permits.
    • Most people who talked wanted a lower application fee. Why not? It is up to the Council.
